Which VAT rates apply in Estonia

The standard rate is 24 percent. It has applied since 1 July 2025; before that the rate was 22 percent (VAT Act § 15(1)).

Accommodation, including accommodation with breakfast, is taxed at 13 percent (§ 15(1¹)).

Nine percent applies to books and study materials, medicines and medical devices on the minister's list, and press publications, both printed and electronic (§ 15(2)).

Zero percent applies, for example, to exported goods and goods dispatched to another EU member state (§ 15(3)).

How to extract VAT from an amount

If an amount already includes VAT, the tax is not 24 percent of it. VAT is 24/124 of the amount, or about 19.35 percent.

For example, €124 contains €24 of VAT and €100 before VAT. The calculator does the same for every rate.

Frequently asked questions

The standard rate is 24 percent. Reduced rates are 13 percent for accommodation and 9 percent for books, medicines and press.

Multiply the amount by 24/124. For example, €1,000 contains €193.55 of VAT and €806.45 before VAT.

On 1 July 2025. Invoices issued before that carry 22 percent VAT, so the calculator keeps that rate too.

The previously planned return to 22 percent has been cancelled, so 24 percent applies indefinitely.

No. It calculates the amount, but which rate applies to a specific transaction is worth checking with an accountant.
